I made a huge effort to decode the art/graffiti and only came up with "OJ RIP" surrounded by art that may actually be other letters. Perhaps a reference to OJ Simpson?
But really breaking it down I think I see a W - O - J or U - R with an S behind it - N partially behind the S - and peppermint P with an extra leg. Who knows?!

I don't know what it says but it makes me happy. It reminds me of neopolitan ice cream with a huge scoop of mint chocolate chip on top.

The more I look at it the more I believe it is telling me to Dip ... it wants me to come dip my own ice cream... for free....
